According to the invention, whether a terminal matches with a virtual SIM / USIM card connected to the terminal is verified by an identity verification module; if the terminal does not match with the virtual card, communication between the terminal and the virtual card is forbidden through the locking module; if the terminal matches with the virtual card, the terminal is allowed to use the virtual card through the unlocking module; therefore the virtual card is prevented from being embezzled; and the security of the virtual card is improved.

The method comprises the following steps: when a user terminal resides in a macro-cell, the pilot frequency neighboring femtocell of a neighbor cell is determined to be a proper cell and the neighbor cell under the carrier frequency is the best cell or the cell with strongest measuring level, the carrier frequency of the pilot frequency neighboring home NB cell is referred to as the carrier frequency with the highest priority to reselect the neighbor cell based on priority reselection; or when the pilot frequency neighboring home NB cell in the user terminal is a proper cell and the neighbor cell in the carrier frequency is the best cell or the cell with strongest measuring level, reselection is performed to the pilot frequency neighboring home NB cell.
