The invention discloses a method for switching between independent networks while maintaining call continuity to solve the problem of the prior arts that a user cannot switch between different domains belonging to independent networks while ensuring call continuity. The method includes that a user terminal which has established a call in an circuit exchange CS domain requests for switching the call into an IMS domain, in which the CS domain and the IMS domain belong to two independent networks respectively; a continuous call control functional CCCF entity in the CS domain connects the call into the IMS domain; a SIP session controlling program of the CCCF entity in the IMS domain establishes an IMS session path between the user terminal and the calling terminal; and the user terminal releases CS call after the IMS session path is established. The invention also discloses a communication system.
