The method comprises the following steps: setting a professional broadcasting network in the prior CDMA2000 network, the broadcasting network adopting special carrier frequency and OFDM modulation technique to support high-speed multimedia broadcast service; and transmitting identical information by transmitters using the same frequency in all cells in the broadcasting network to achieve single-frequency full-domain coverage without dividing position regions, wherein the mobile terminal can move in among all cells in the broadcasting network without switching cells when achieving the single-frequency full-domain coverage by using the special carrier frequency. The broadcasting system and the communication system coexist in the same frequency band, and can share a station, equipment and an indoor distribution system. A broadcast receiving module in the terminal and the original receiving module can coexist in the same frequency band and can share an antenna.
