The device comprises an acoustic waveguide tube (1), an acoustical-electrical transduction unit (2) which is coupled with the acoustic waveguide tube (1), and an output bus (8) which is connected with the acoustical-electrical transduction unit (2), wherein the acoustical-electrical transduction unit (2) comprises an acoustical Hormuz resonator (3) which consists of small holes (5) and a cylindric hollow chamber (6), and an acoustical-electrical transducer (4) which is positioned at a tail end of the hollow chamber (6); the small holes (5) are formed at the periphery of tube walls of the acoustic waveguide tube (1) in a matrix form; the cylindric hollow chamber (6) is fixed on the tube walls of the acoustic waveguide tube (1); and the symmetry axes of the cylindric hollow chamber (6) and the small holes (5) are at the same straight line. Due to the combination of the acoustical Hormuz resonator (3) and the acoustical-electrical transducer (4), the noise power generation device has a higher output electric power and is an efficient noise power generation device which has selectable frequency band and can be integrated.
