The device comprises an elevator, a supporting frame, a lifting and lowering mechanism, a grounding clamp, a pair of hydraulic tongs, an oil tube conveying mechanism, a hydraulic drive mechanism and an electric control mechanism, wherein the supporting frame, the lifting and lowering mechanism, the grounding clamp, the hydraulic tongs and the oil tube conveying mechanism are matched with the elevator; the hydraulic drive mechanism consists of a hydraulic pump and a hydraulic cylinder; and the electric control mechanism is used for controlling the electric lift of the elevator and controlling the hydraulic pump and the hydraulic cylinder.
