The dynamic resource allocation method comprises the steps of: periodically obtaining network state information of each access network in the heterogeneous wireless network; receiving a data request sent by each access network in the heterogeneous wireless network; determining a wireless network adapter factor between each data packet to be allocated and each access network according to the obtained network state information; and aiming at a plurality of data packets to be allocated in a service datum, determining an access network to which a (k-1)th datum is allocated according to an access network to which a kth datum is allocated when the value of an effect function of all former k+1 data is maximum, wherein k is a natural number.
