The invention discloses an uplink adaptive multiple rate (AMR) regulation and control method and an AMR regulation and control system. The method comprises the following steps of: acquiring a proper AMR code rate list according to a transmission format set of network configuration in the process of establishing the current services; acquiring the current transmitting power of the terminal and the currently used AMR code rate; regulating and controlling that the currently used AMR code rate is reduced by a level in the AMR code rate list when the transmitting power reaches the maximum transmitting power; and regulating and controlling that the currently used AMR code rate is raised by a level in the AMR code rate list when the transmitting power does not reach the maximum transmitting power and the currently used AMR code rate is positioned at a lower level in the AMR code rate list.
