The invention provides a transportation planning formulation device and a transportation planning formulation method, comprising a delivery planning component used for computing the number, kind and delivery time of each component delivered by each supplier based on product production planning information; a package type computing component used for the package type of each component carried on and transported by a trolley based on the computed number, kind and delivery time of each component; a workload computing component computing component used for computing the number of transportation trolleys in each delivery time based on the schedule information when each component is outputted to production lines at predetermined intervals and computed package types of each component; and a resource minimizing component used for minimizing total transportation times by using a same number of trolleys in a next transportation time based on the number of trolleys computed in transportation time at intervals. The delivery planning component computes the number, kind and delivery time of each component again based on the delay time of a component generated by delay.
