The fertilizer is prepared from following raw materials in parts by weight: 35-40 of nanometer rock phosphate powder, 20-25 of liquid paraffin, 15-20 of gelatin, 10-13 of melia azedarach bark, 11-13 of flue-cured tobacco powder, 12-14 of potassium dihydrogen phosphate, 5-7 of zinc sulfate, 3-5 of manganese sulfate, 2-3 of calcium dodecylbenzene sulfonate, 12-14 of a soil modifier and a proper amount of water. The flue-cured tobacco powder capable of regulating plant growth and having a certain pest expelling effect is adopted by the fertilizer as a substrate and a plurality of nutritive elements are added for supplementation, thus largely enhancing a function of promoting the plant growth. In addition, the added liquid paraffin and the melia azedarach bark are used as both pesticides and fertilizers, thus largely increasing the added value of products and minimizing waste.
