The cylindrical or columnar outer yoke (3) includes plural winding portions (25), plural groove portions (22), and an outer-side projecting portion (23a). The winding portions (25) are arranged in the circumferential direction about a center axis. The groove portions (22) are arranged at positions opposed to the permanent magnets (10).
