The structure comprises a PE saddle-type pipe seat and a leakage stopping plate, an electromagnetic insulated heating wire is embedded in a saddle-type cambered surface, contacting with the outer surface of a PE pipeline, of the PE saddle-type pipe seat, a temperature measuring probe is buried in the saddle-type cambered surface, each of the electromagnetic insulated heating wire and the temperature measuring probe is provided with a wiring terminal connected with a power controller and a temperature controller which are arranged externally, the PE saddle-type pipe seat covers at a broken position of the PE pipeline and is integrally fused with the PE pipeline through electromagnetic hot melting, a loose flange is mounted on the PE saddle-type pipe seat in a sleeved manner, an upper port of the PE saddle-type pipe seat is hermetically with a flange cover through the loose flange and a bolt, and the leakage stopping plate covers the broken position of the PE pipeline, is hermetically connected with the PE pipeline and positioned in an inner hole of the PE saddle-type pipe seat.
