By using the method, the apparatus and the base station of the invention, system performance is not deteriorated when the interference base station configures the ABS at a congestion state; ABS resource configuration is effectively controlled; the lowest resource demand of the user is satisfied and simultaneously a system state is balanced; the ABS is configured as much as possible and performance and a throughput capacity of an interfered base station edge user are increased; and a system resource utilization rate is increased too.
