The system comprises a wave-energy pressure pump, wherein the wave-energy pressure pump is connected with a seawater evaporation heat exchanger through a pipeline, an outlet of the seawater evaporation heat exchanger is connected with a throttling valve through a pipeline, an outlet of the throttling valve is connected with a refrigeration evaporator, and an outlet of the refrigeration evaporator is connected with the wave-energy pressure pump, thereby forming a loop; and a refrigeration working medium is arranged in the loop pipeline. The seawater evaporation heat exchanger contains a seawater evaporation cavity which is connected with a seawater inlet pipeline, a concentrated seawater outlet pipeline and a steam outlet pipeline. The steam outlet pipeline is connected with a condenser, and an outlet of the condenser is connected with a fresh water outlet pipeline.
