The center pipe component comprises at least two wastewater discharge ducts and a center core component of a pure-water duct; one membrane is folded to form two overlapping layers of the membrane, the overlapping layers of the membranes are arranged between the inflow partition nets and the pure-water partition nets, one parts of the membranes are arranged in a cavity defined through the wastewater discharge ducts and the center core component while other parts of the membranes are overlapped with the inflow partition nets and the pure-water partition nets to form multilayer membrane elements surrounding the center core component; the inflow partition nets are not directly contacted with the wastewater discharge ducts; the pure-water partition nets are contacted with the center core component.
