The communication gateway comprises: a controlling engine module that is used for completing the functions of service choreography, security certification and status checking; a mapping engine module that is used for realizing the functions of self-organizing mapping for user IC-card identifier resources, dynamic sharing and virtual scheduling; an inbound adapter and an outbound adapter that are used for eliminating the problem of BeiDou data source difference by a universal data adaptation implementation layer; a message controlling module that is used for realizing reliable transmission of message data according to dynamic grouping information; and an acquisition card reader that is used for acquiring RDSS(Radio Determination Satellite Service) user IC-card identifier information and establishing a system-user IC basic data resource pool. According to the invention, the utilization rate of the BeiDou channel resources can be greatly improved, the bottleneck problem of the existing BeiDou communication satellite system is effectively overcome, and meanwhile the functions of service frequency customization, communication content extension and transparent transmission are realized.
