The method comprises the following steps: an ecological enclosure is arranged along a river channel coast, so that the exchange rate between coastal water body and an open water area is reduced; a composite ecological floating island is arranged, and aquatic plants are planted on a floating bed; elastic three-dimensional filleris suspended under and around the floating bed; and an immobilized compound water purification agent is added to the root of the aquatic plants.
