The three-dimensional shock absorbing and isolating device comprises a laminated rubber horizontal shock isolating pad arranged on the upper portion and a laminated polyurethane rubber vertical shock absorbing pad arranged on the lower portion; the upper end of the horizontal shock isolating pad is connected with the lower end of an upper buttress through fixing bolts; the lower end of the horizontal shock isolating pad is connected with the upper end of the vertical shock absorbing pad through fixing bolts; and the vertical shock absorbing pad is connected with the upper end of a lower buttress through fixing bolts. According to the three-dimensional shock absorbing and isolating device and the mounting construction method thereof, the manufacturing technology is simple, processing and forming are facilitated, and the cost is low; the size is small, the weightis low, and transportation and mounting are facilitated; and the horizontal shock isolating and vertical shock absorbing effects are significant, under the premise that vertical small deformation is guaranteed, the vertical earthquake action of a superstructure is effectively reduced, meanwhile, a damper can also achieve the vertical shock absorbing action, and the vertical shock absorbing capacity is greatly improved.
