When the equipment is in power failure, the terminal can determine whether the equipment is out-of-service according to the preset out-of-service conditions, and the capacity of the storage battery of the equipment is evaluated on the basis of the power failure time and the out-of-service time of the equipment, that finishing of discharge of the storage battery can be determined in more manners, and the application range of theequipment is broadened.
