The invention discloses a user-oriented recommendation method and apparatus, and a storage medium. The user-oriented recommendation method comprises the steps of obtaining a first reference user withthe highest similarity with a target user by a population statistics-based recommendation method, and taking a first score list of the first reference user as a first recommendation result of the target user; determining a similar user group of the target user by utilizing a collaborative filtering algorithm, and taking a second score list of the similar user group as a second recommendation result of the target user; and calculating a first product of the first recommendation result and a first weight value and a second product of the second recommendation result and a second weight value, and combining the first product and the second product to serve as a final recommendation result. Therefore, the population statistics-based recommendation method and the collaborative filtering algorithm are used simultaneously in the method; and compared with the single collaborative filtering algorithm, the population statistics-based recommendation method can solve the problem of cold start, sothat the method is wider in application range.
