The system comprises: a gridding management module which is built based on a GIS map and divides a supervision region into aplurality of unit grids, and a calibration module which is connected with the gridding management module and is used for calibrating a geographic position, wherein the gridding management module calibrates the GIS map according to the positioning information of the positioning software, generates an inspection track of the inspector based on the positioning information of the inspector, and displays the inspection track through a visualization module; and a task and inspection module connected with the gridding management module, wherein the task and inspection module issues an instruction based on the gridding management module, the position of an inspection personnel in the sub-grids and the inspection track of the inspection personnel.
