The apparatus thereof comprises: a network tester of base station side connected to the base station for use in receiving data stream; a network tester of terminal side connected to the terminal for use in receiving or transmitting data stream; first and second GPSs time receivers connected to the network testers of base station side and terminal side for use in recording the time stamp of the received and transmitted message so as to get time delay performance figure; a geographical location GPS receiver where a radio network card and a computer console is installed for use in reading geographical location information and controlling the network tester of base station side and network side. Said network tester of base station side accesses the computer console through radio link; the system under testing and the radio link are at different frequency range.
