The method comprises that the two-rowed barley restoring line is taken as the maternal plant and multi-rowed barley as the paternal plant; individual plants with scattered fringe and good flowering habit in the F2 generation to inbreed for 3 to 5 generations and get the restoring line 238; the restoring line 238 is taken as the maternal plant to hybridize with the multi-rowed barley 35 as the paternal plant; the offspring is backcrossed with the 35 paternal plant for 3 to 5 generations and get the flowering restoring line 03-358 with excellent agriculture features. The fringes of the restoring line 03-358 are scattered which is beneficial to long-term loose powder; the blossom is 2 to 3 days which is beneficial to adjusting the parent plants blossoms to meet; the anther is hung outside in blossom which is beneficial to hybridization.
