The device comprises an ultraviolet transmitting apparatus, a radiant quantity measuring device, a data monitoring-recording device and a distributor case, wherein the transmitting apparatus comprises at least one ultraviolet transmitting unit which comprises an ultraviolet light and a light bracket, and the ultraviolet light is horizontally hung on the bracket; the ultraviolet light in each ultraviolet transmitting unit is electrically connected with the distributor case, and a timer controlling the on-off time of the ultraviolet light and a light tube ballast are arranged in the distributor case; the radiant quantity measuring device comprises at least one ultraviolet radiation detector and a data collecting device, the ultraviolet radiation detector is arranged below the ultraviolet light to be level with a plant canopy and is connected with the data collecting device through a data wire; and radiant strength signals collected by the data collecting device are together transferred to the data monitoring-recording device through a data wire.
