The method is as follows: separating out OH ion and electrode ion by electrolysis because the electrode assembly obtains electrical energy; combining the OH ion and the electrode ion to form flocculant; and carrying out flocculation reaction on the flocculant and the sewage liquid so that harmful substances in the sewage liquid are coagulated to form floccus precipitate for later treatment. The method has the advantages that the OH ion and electrode ion are separated out by electrolysis and combined to generate the flocculant, thus additional flocculant dose not need to be directly added.
