The embodiment of the invention discloses a method for determining a precoding matrix index of a retransmitted packet, a mobile terminal and a base station. The method comprises that: the mobile terminal determines a precoding matrix index (PMI) value of the retransmitted packet according to a physical downlink control channel (PDCCH) signaling message which is transmitted by a network side and carries the PMI value of the retransmitted packet, or determines the PMI value of the retransmitted packet according to a preset principle. The mobile terminal comprises a receiving module and a determination module, wherein the receiving module receives the PDCCH signaling message which is transmitted by the network side and carries the PMI value of the retransmitted packet; and the determination module determines the PMI value of the retransmitted packet according to the PDCCH signaling message. The base station comprises a transmission module, wherein the transmission module transmits the PDCCH signaling message carries the PMI value of the retransmitted packet.
