A plurality of water-distributing tanks are constructed on the outer edge of an adjusting tank; the water-distributing tanks are in one-to-one correspondence with wetland units; a water inlet pipe is mounted on a wall of the adjusting tank; a discharging pipe is arranged at the bottom of the adjusting tank; each of the water-distributing tanks comprises a front unit of water-distributing tank and a rear unit of water-distributing tank; each front unit of water-distributing tank is separated from the adjusting tank through a wall; a water inlet of water-distributing tank is arranged on the wall; a water-distributing electrically operated valve is mounted at the water inlet of water-distributing tank; each front unit of water-distributing tank is communicated with the adjusting tank through the water inlet of water-distributing tank; each rear unit of water-distributing tank is separated from each front unit of water-distributing tank through the wall; a triangular weir is arranged on the wall; an adjusting baffle is mounted on the triangular weir; each rear unit of water-distributing tank is communicated with each front unit of water-distributing tank through the triangular weir; and a water-distributing pipeline is mounted in each rear unit of water-distributing tank.
