The method comprises the steps of detecting a touch signal from a touch displayer when the touch displayer is in a locking state; starting the speech recognition function when the touch signal shows that at least one touch point of the touch displayer is touched for at least two times within first preset time and the touch duration time for each time is shorter than or equal to second preset time; or starting the speech recognition function when the touch signal shows that at least one touch point of the touch displayer is touched and the touch duration time is longer than or equal to third preset time or shorter than or equal to fourth preset time. Accordingly, the speech recognition function can be quickly and conveniently started in the locking state through touch operation of the touch displayer of the terminal device, and the method and the device are not suitable for touch operation type terminal devices with no physical keys.
