The invention discloses a quality prediction method and device for a physical downlink control channel of a long term evolution system. The method comprises the following steps: user equipment (UE) required for performing the quality prediction on the physical downlink control channel (PDCCH) is confirmed, and information reported by the target UE is received; a prediction index of the target UE is confirmed according to reported information, wherein the prediction index is the signal to interference plus noise ratio (SINR) of the control channel or the equivalent receiving level (RPPDCCH) of the control channel; and the PDCCH quality of the target UE is confirmed according to the SINR or the RPPDCCH.
