The method comprises steps that: a first session request message containing IMSI information and / or IP address information of a user is initiated by a first network element through a first DRA to a PCRF providing service for the user; the IMSI information and / or the IP address information, PCRF identification information are sent by the first DRA to a DRA information synchronization module; the received information and corresponding relations are stored by the DRA information synchronization module; a second session request message is initiated by a second network element to a second DRA; the PCRF providing service for the user is queried from the DRA information synchronization module by the second DRA through utilizing the IMSI information and / or the IP address information contained in the second session request message; the second session request message is initiated by the second DRA to the PCRF according to the returned PCRF identification information to establish a second session at the PCRF and the second network element.
