The preparation method comprises the following steps that glycol is added into a beaker, then, soluble cobalt salt is added, stirring is carried out until solid is completely dissolved, and a clear and transparent solution is formed; then, cyclohexanol is added into the clear and transparent solution, and the stirring is continuously carried out until a uniform solution is formed; next, the uniform solution is transferred into a polytetrafluoroethylene inner liner, white phosphorus is added, then, the polytetrafluoroethylene inner liner is sealed into a stainless steel mold, and is placed in a constant temperature drying oven for to be heated for reaction, after the reaction is completed, the polytetrafluoroethylene inner liner is cooled to the room temperature along with the drying oven, then, centrifugal separation is carried out, and crude products are obtained; next, distilled water, absolute ethyl alcohol and benzene are sequentially and respectively used for washing crude products, finally, the washed products are subjected to vacuum drying, the cobalt phosphide three-dimensional sheet flower is obtained, and the cobalt phosphide three-dimensional sheet flower has good photocatalytic dye wastewater degradation performance.
