A pesticide solution in the step (3) is a sodium hydroxide solution, and a pesticide is used for further killing diseases, pests and bacteria. A germination bed in the step (4) comprises a base bed, an air-permeable layer and a nutrient layer, wherein the air-permeable layer is a germination bed made from soil, sand and filter paper that are laid layer by layer. The germination bed can provide nutrient substances for seed germination, and the air-permeable layer can complement oxygen during a seed germination process and is beneficial for seed germination.
