The semi-submersible open type wave dissipating device comprises a plurality of unit bodies in flexible connection, wherein each of the unit bodies comprises a transparent hexahedron framework; a spherical net cage is arranged in each transparent hexahedron framework; like the common ocean net cage, the spherical net cage is composed of a framework and a netting; a zipper is arranged on the netting to facilitate placement and taking of aquatic products; and hanging rings are fixed at four corners at the bottom of the transparent hexahedron framework and are connected onto an anchor pile through mooring ropes to enable the unit bodies to dive underwater. The semi-submersible open type wave dissipating device can completely dive underwater without affecting landscape; with design of the spherical net cages, the transparency of the unit bodies can be changed to adjust the wave dissipating property of the wave dissipating device, and shellfish and the like can be cultivated, so that erosion to a coast and damage to a coastline from the wave are reduced, beach protection and siltation promotion is realized, and the economic benefit is brought while the quality of a water area in a port is maintained.
