The method comprises steps: a neighbor which does not exist in a neighbor relationship table of a service cell of a first base station is determined to be a target cell; the cell global identity (CGI) information of the target cell is acquired, wherein theCGI information is loaded in a system broadcast message of the target cell, the CGI information at least comprises an indication field to indicate whether to comprise a neutral host network identity(NHN-ID) of the target cell, and when the indication field in the CGI information indicates to comprise the NHN-ID of the target cell, the target cell identity (TCI) information of the target cell comprises the physical cell identity (PCI) of the target cell, the E-UTRAN cell global identity (ECGI) and the NHN-ID; and the target cell is added to the neighbor relationship table of the service cellof the first base station.
