The composite fish-way system comprises cutting devices, migration transition channels, a high concrete dam with multiple fish-way outlets formed in an upstream-side dam body as well as multiple water culverts in the number equivalent to that of the fish-way outlets; the fish-way outlets are formed in the high concrete dam at intervals in the vertical direction; the parts, after passing through the high concrete dam, of the water culverts are connected with the various fish-way outlets correspondingly; downstream-side end openings of the water culverts communicate with corresponding parts of the migration transition channels with the axial central lines perpendicular to the water flow direction; the water culverts located in the positions more than 1.5 m deep below theupstream-side water surface are blocked by the cutting devices; and the composite fish-way structure communicates with the downstream-side water body through the migration transition channels.
