The invention discloses an intelligent UDP multicast file distribution system with a TCP packet complementing mechanism. A multicast control end is used for correspondingly generating a delivery planfile via a multicast file and sending the delivery plan file; a plurality of multicast distribution ends are used for monitoring and obtaining the delivery plan file in real time, parsing the deliveryplan file and downloading the multicast file from the multicast control end to a specified catalog according to an analysis result and performing multicast distribution on the downloaded multicast file according to a distribution mechanism; a plurality of multicast receiving terminals are used for receiving the delivery plan file sent by the multicast control end in real time, parsing the delivery plan file and starting corresponding ports according to an analysis result to dock with the plurality of multicast distribution ends, receiving the multicast file, performing real-time statistics onthe receiving status data of the multicast file in the current multicast round, uploading the same to the multicast control end and returning a scheduling result of the multicast file.
