The embodiment of the invention provides a method and a device of cell accessing. The method includes: acquiring multiple pieces of to-be-balanced-UE information; and determining target balanced-UE information from the to-be-balanced-UE information; obtaining total uplink PRB (physical resource block) occupancy quantity according to uplink PRB occupancy quantity of the target balanced-UE information and uplink PRB occupancy quantity of a neighboring area; obtaining total downlink PRB occupancy quantity according to downlink PRB occupancy quantity of the target balanced-UE information and downlink PRB occupancy quantity of the neighboring area; and balancing UE, which corresponds to the target balanced-UE information, to the neighboring area when the total uplink PRB occupancy quantity is less than a neighboring-area uplink PRB load threshold and the total downlink PRB occupancy quantity is less than a neighboring-area downlink PRB load threshold. The embodiment of the invention can effectively reduce neighboring-area high-load cases caused due to balancing, decreases, at the same time, frequency of repeatedly balancing the UE between cells, and effectively improves user perception.
