The method comprises the steps that operation parameters of an indoor unit are acquired; a target value of outdoor water temperature output is determined; the temperature changing amount of the outdoor unit is calculated, and the ratio of loads of the indoor unit and the outdoor unit is determined; and the target value is corrected according to the temperature changing amount and the ratio of the loads of the indoor unit and the outdoor unit. According to the technical scheme provided by the invention, the operation parameters of the indoor unit are acquired, and the target value of outdoor water temperature output is determined according tothe operation parameters; the target value is corrected according to the outdoor unit temperature changing amount and the ratio of the loads of the indoor unit and the outdoor unit, so that union control of the indoor unit and the outdoor unit is realized; the operation state of the indoor unit is considered, and the target value of the outdoor water temperature output is also taken into consideration; an optimum control state with comfort and energy-saving performance is reached; and the whole system is operated in a high-efficient and energy-saving manner.
