The method comprises the steps that a first edge service node confirms that a base station connected with a target terminal is changed, generates CDN redirection information and sends the CDN redirection information to a scheduling control network element; the scheduling control network element receives the CDN redirection information sent by the first edge service node and determines an available second edge service node; then, the scheduling control network element sends a second service request of a target terminal to a second edge service node, and the second edge service node provides CDN service for the target terminal; and the scheduling control network element sends the access address information of the second edge service node to thetarget terminal.
