According to the invention, modeling is carried out on time delay in a processing process and a transmission process based on a queuing theory so as to evaluate end-to-end delay when a data packet passes through an embedded NFV chain, and a utility function related to the delay is defined as environmental feedback of an allocation strategy, so that a resource allocation result with the minimum time delay is obtained.
