The device comprises a power conveying system and a slurry diffusion system, wherein the power conveying system comprises a slurry storage pool, slurry, conveying hoses, peristaltic pumps and grouting valves, inlets of the peristaltic pumps are connected with the slurry storage pool, and an inlet of each grouting valve is connected with an outlet of the corresponding peristaltic pump; the slurry diffusion system comprises grouting pipes with the number equal to that of the grouting valves; and slurry discharging holes are formed in the side walls of the grouting pipes, the outer walls are wrapped with geotechnical cloth, the bottoms are sealed, and the tops are connected with the conveying hoses connected with outlets of the corresponding grouting valves. The construction method comprises the following steps that mineralized bacteria turbid liquid is cultured to prepare cementing liquid; the side walls of the grouting pipes are wrapped with the geotechnical cloth and are perpendicularly pressed into a bank slope of a riverway revetment; and the grouting valves are opened, the peristaltic pumps are started, the mineralized bacteria turbid liquid is pumped into the grouting pipes, and the cementing liquid is pumped until the bank slope of the riverway revetment meets the improvementrequirement.
