The method comprises the following steps of building a shortcut to a cofferdam in water by using existing earth and stone materials of a riverbed, and building a construction platform on the outer side of the cofferdam by using existing earth and stone materials of the riverbed; clearing sludge at the cofferdam until a rock stratum at the bottom of the riverbed is exposed, and then roughening the surface of the rock stratum to form a hard irregular rough surface; removing rock debris generated after roughening by utilizing mud suction equipment, then digging out a shortcut, backfilling soil and stone materials to an original place to erect a scaffold steel pipe temporary bridge to the cofferdam, and erecting a form frame at the cofferdam by utilizing steel pipes in a transversely and longitudinally staggered mode; erecting a form on the form frame, and then binding steel bars underwater at the cofferdam; pouring concrete at the cofferdam till the concrete is exposed out of the water surface by 50 cm; and after the concrete is solidified to meet the strength requirement, discharging water in the cofferdam, and dismantling the form frame.
