The method comprises the following steps that S1, a heat accumulating type electric heating system mathematical model is constructed; S2, on the basis of the heat accumulating type electric heating system model, a double-layer optimal configuration mathematical model of the heat accumulating type electric heating system is constructed; the upper layer of the mathematical model takes the minimum investment cost equivalent annual value as a target function and takes the maximum equipment installation capacity as a constraint to solve a capacity configuration scheme; the lower layer of the mathematical model takes the minimum annual operation and maintenance cost as a target function, and takes the distribution network power and reliable heating constraint, the equipment model constraint and the tie line power constraint as constraints to solve an operation scheduling scheme; and S3, the double-layer optimal configuration mathematical model is solved to obtain an optimal configuration scheme and a scheduling scheme of the system.
