The genetic algorithm is adopted in an upper layer to encode dispatching plans Pj,t of various charging stations, an initial population is formed, a fitness function is F, then the algorithm is used for iteration, and the Pj,t optimal solution is finally obtained;then, the optimal solution is transmitted to various charging stations of a lower layer; an electric automobile charging path selecting mechanism is considered in the lower layer, and an ant colony algorithm is adopted for solving; electric automobile parameters, position information, charging station information and the like are input firstly, the lower-layer model minimum dispatching deviation function f1 is calculated, based on the minimum deviation and constraint, the ant colony algorithm is adopted for calculating the target function f, an electric automobile optimal charging scheme is formed, return to the upper layer is conducted for continuous optimization, and according to the solving end condition, the upper-lower-layer dispatching deviation meets the convergence criterion. The upper layer model optimization target is load peak clipping and valley filling, and a lower layer model is used for shortening the electric automobile charging outgoing time and reducing the charging expense.
