Chemical energy generated by reaction of hydrogen and oxygen is converted into electric energy needed by a user through the fuel cell, and external power supply is achieved; meanwhile, cooling water is utilized to reasonably utilize heat generated by a galvanic pile reaction in the fuel cell through heat exchange, and low-temperature hot water generated by the fuel cell is secondarily utilized under the action of the absorption type low-temperature waste heat refrigerating system, so that external cooling and heat supply are realized, the defect of single energy supply of the fuel cell can be overcome, and the energy utilization rate of the fuel cell is increased.
