The method comprises the following steps of: carrying out all-frequency-band interference monitoring on all uplink time slots by using a base station with more downlink time slots and recording interference levels of all scheduling frequency bands; andcalculating the average interference level according to the interference levels, wherein the scheduling frequency bands participate in the scheduling at the moment if the average interference level is less than a first preset threshold value, the scheduling frequency bands do not participate in the scheduling at the moment if the average interference level is more than or equal to the first preset threshold value, and the scheduling frequency bands are only scheduled to users with better coverage when the average interference level of the scheduling frequency bands which participate in the scheduling is more than a second preset threshold value and less than the first preset threshold value. In the invention, the interference monitoring is carried out on the base station before scheduling, and the scheduling frequency bands which can be avoided being interfered can be obtained by processing and analyzing the monitoring result, therefore, the interference in the process of different uplink and downlink proportioning networking of a TD-LTE (Time Division-Long Term Evolution) system is effectively restricted, and the favorable networking effect is achieved.
