The invention discloses a
satellite-borne space-based measurement and control method based on a non-ground network and related equipment. The method is used for a
satellite-borne space-based measurement and control device, the
satellite-borne space-based measurement and control device is arranged on a low-
orbit satellite platform, and the method comprises the following steps: respectively obtaining real-time
orbit parameters of a low-
orbit satellite, GNSS positioning information and a pre-stored high-orbit satellite coverage information table; based on the current orbit parameter, the GNSS positioning information and a high-orbit satellite coverage information table of a high-orbit satellite pre-stored or periodically updated from a satellite service computer, calculating a space-time relationship between the low-orbit satellite and a
cell coverage range; and under the condition that it is predicted and determined that the
cell coverage of the target high-orbit satellite is about to enter according to the time-space relationship obtained through calculation, waking up in advance and initiating
cell search and a
control flow of accessing at any time. The problems that an existing space-based measurement and control technology is high in construction cost, limited in multiple access capacity and poor in dynamic adaptability can be solved.
