The number refilling method comprises the following steps: monitoring a UE (user equipment) preset service process on an interface A, and acquiring the IMSI (international mobile subscriber identity), initial TMSI (temporary mobile subscriber identity), initial location area code, effective TMSI and effective location area code of the UE which are carried in a signalling of the preset service process; judging whether a mapping relation between the IMSI and TMSI of the UE is stored, if the mapping relation is stored, substituting the effective TMSI and the effective location area code for the TMSI and location area code in the mapping relation of the UE; if the mapping relation is not stored, generating the mapping relation between the IMSI and the TMSI and storing the mapping relation; and monitoring the shutdown process of the UE on an IU-CS interface (theinterface between the RNC and the circuit switched core network), and acquiring the TMSI and location area code of the UE which are carried in the signalling of the shutdown process; and inquiring the mapping relation between the IMSI and TMSI of the UE according to the TMSI and location area code of the UE which are carried in the signalling of the shutdown process to determine the IMSI of the UE. According to the invention, the real identity of the UE can be determined by monitoring the shutdown process of the UE on the IU-CS interface.
