The device comprises an adjustor and a driver, wherein the adjustor comprises a color temperature adjusting and controlling panel and a control signal generator; the color temperature adjusting and controlling panel is used for connecting and disconnecting a power supply and for an operator to send a color temperature adjusting and controlling signal; after receiving the color temperature adjusting and controlling signal sent by the color temperature adjusting and controlling panel, the control signal generator outputs a corresponding control signal according to an instruction; the driver comprises a microprocessor and a constant current driving module; the microprocessor receives the control signal from the control signal generator, analyzes and calculates the control signal and sends a pulse-width modulation (PWM) adjusting signal which changes the LED working current; and the constant current driving module outputs constant LED working current according to the PWM adjusting signal provided by the microprocessor.
