The routing switching device comprises a first-level uniform flow switching matrix and a second-level cross buffering switching matrix, wherein the first-level uniform flow switching matrix sends cells inputted from input ports of the first-level uniform flow switching matrix to output ports of the first-level uniform flow switching matrix; the second-level cross buffering switching matrix comprises a plurality of crossing units; each unit is provided with a buffer; and the cells outputted from the first-level uniform flow switching matrix enter the corresponding buffers directly, and then the second-level cross buffering switching matrix fetches the cells from the buffers of the corresponding crossing units according to dispatching from output ports of the second-level cross buffering switching matrix, and sends out the cells. According to the invention, as the first-level uniform flow switching matrix is added in front of the second-level cross buffering switching matrix, and realizes uniform shunting of cell flow through simple port turning, so that the QoS (quality of service) performance of high cross buffering demand, high flow control and long delay of a combined input-cross buffering switching matrix is improved.
