The peripheral nodes comprise a half-duplex HF radio station for executing the steps of uploading service data and control signaling of the peripheral nodes and receiving the commands and the control signaling of the central part. The central part is used for receiving centralized service data and control signaling of the peripheral nodes and issuing the commands and the control signaling of the central part. The network controller controls the work state of the HF transmitters and the HF receivers. The transmitter, the receiver and communication frequency possibly used form a resource pond, and uplink and downlink frequencies are selected through uplink and downlink chains.
